One: Equal Rights
 Every sentient being is equal in the eyes of the law. There shall be no law, no governmental order, nor anything equivalent made against or for the qualities or traits of a sentient being.

Two: Religion and Speech
 No religion shall be added nor abolished by the government nor the law, unless it is factually proven to directly, significantly, and negatively affect the physical, mental, or emotional wellbeing of others. Nor should an individual’s or group’s opinion shall be restricted by the government.

Three: The Right of your Own Home
 Every sentient being has the right to their own home, apartment, or building which they pay for, and has the right to deny others entry unless entry is explicitly ordered for legal reason.

Four: Consensual Labor
 Any form of labor, work, or task in a professional setting must done must be done with proven consent of the employee.

Five: Equal Treatment
 Every kitten, cat, and sentient species will have the potential of equal opportunity in the workforce. Meaning, that your heritage, fur color, appearance, sex, and identity will not be regarded in professional settings.

Six: Visiting and Immigration
 All visitors must request permission from the government. All animals, besides from humans, are automatically denied entry unless the visitor physically shows documentation declaring the animal a fully trained service animal, AND has proper vaccinations and health inspections before entry. Humans are allowed to immigrate to Kittenlandia if they meet one or more of the following requirements: are planning to research Kittenlandia, whether it be for scientific (including psychology) or journalistic reasons; for professional photography, especially for journalistic reasons; if you are hired as a tour guide or any human job for Kittenlandia; and/or for scientific research unrelated to Kittenlandia.

Seven: Vetoing Leaders
 While there isn’t a direct presidential election, every four years citizens have the option to select a new leader. If enough cats vote to select a new leader, they will have up to a year to choose a new leader, and another year to vote which will be elected. Other animals are not allowed to be chosen as a candidate.

Eight: Vetoing Members of Clowder

 Every two years, cats have the option to replace any member of Clowder. Anyone, including humans, are allowed to be elected to replace the selected member of Clowder.

Nine: Leader or Clowder Disability
 If the Leader or a member of Clowder is proven to be unable to continue their job, an election will automatically be held to replace them. Then, if eligible, will be taken in by the NPSK.

Ten: Voting Age and Requirements
 Cats and humans must be at their species' mature age and must apply to be an eligible voter.

Eleven: Taxes
 Members of Clowder have the power to set and enforce taxes on products.

Twelve-A: Trial and Punishment
 All sentient beings have the right for a quick and public trial, along with a jury, a lawyer, and a prosecutor that are given proper knowledge of the persecutor’s statement and evidence and victim’s statement and evidence, as well as basic facts of the accusation itself.

Twelve-B:
 No sentient beings shall be forced or held to answer, unless on a presentment or indictment of Clowder, nor should be tried for the same crime twice unless there is substantial evidence found later on that has the potential to find them guilty.

Twelve-C: Cruel and unusual punishment
 No citizen nor visitor shall face excessive fines nor cruel and unusual punishments for their crime(s).
